Paradigm)\u4e4b\u8aaa\u3002<!--more--><\/p>\n<p>\u897f\u5143 1973 \u5e74\u751f\u614b\u5b78\u8005 Holling \u9996\u5148\u4ee5\u300c\u97cc\u6027\u300d(Resilience) \u4e00\u8a5e\u4f86\u63cf\u8ff0\u751f\u614b\u7cfb\u7d71\u7d93\u6b77\u5e72\u64fe\u5f8c\u4ecd\u80fd\u7e7c\u7e8c\u5b58\u5728\u7684\u80fd\u8010\uff0c\u7c21\u800c\u8a00\u4e4b\uff0c\u97cc\u6027\u5c31\u662f\u7cfb\u7d71\u53d7\u64fe\u52d5\u5f8c\u4ecd\u53ef\u7dad\u6301\u5176\u4e3b\u8981\u67b6\u69cb\u8207\u529f\u80fd\u7684\u80fd\u529b\uff0c\u6108\u6709\u97cc\u6027\u7684\u7cfb\u7d71\u6108\u80fd\u627f\u53d7\u8d8a\u5927\u898f\u6a21\u7684\u64fe\u52d5\uff0c\u4e5f\u5c31\u6108\u4e0d\u5bb9\u6613\u88ab\u5916\u529b\u7671\u7613\u3002\u6b64\u6982\u5ff5\u4e5f\u5df2\u88ab\u8207\u5927\u81ea\u7136\u4e92\u52d5\u5bc6\u5207\u7684\u4eba\u985e\u793e\u6703\u767c\u5c55\u6210\u4e00\u5957\u7406\u8ad6\uff0c\u7a31\u70ba\u97cc\u6027\u7406\u8ad6 (Resilience Theory)\u3002\u63d0\u51fa\u97cc\u6027\u7406\u8ad6\u7684\u5b78\u8005\u8a8d\u70ba\uff0c\u73fe\u4eca\u4e16\u754c\u4e0a\u5927\u90e8\u5206\u7684\u74b0\u5883\u8207\u751f\u614b\u7cfb\u7d71\u5df2\u7d93\u4e0d\u662f\u8d77\u521d\u55ae\u7d14\u7684\u7cfb\u7d71\uff0c\u5e7e\u4e4e\u90fd\u662f\u8207\u4eba\u985e\u6d3b\u52d5\u4ea4\u4e92\u4f5c\u7528\u5f8c\u7684\u7522\u7269\uff0c\u5176\u884c\u70ba\u76f8\u7576\u8907\u96dc\uff0c\u4eba\u985e\u4e0d\u53ef\u80fd\u5b8c\u5168\u638c\u63e1\uff0c\u4e5f\u56e0\u6b64\u7121\u6cd5\u9810\u6e2c\u707d\u96e3\u7684\u767c\u751f\uff0c\u4ed6\u5011\u56e0\u6b64\u4e3b\u5f35\uff0c\u4eba\u985e\u61c9\u8a72\u63a5\u53d7\u81ea\u7136\u7684\u64fe\u52d5\uff0c\u4e26\u8a2d\u6cd5\u627f\u53d7\u9019\u4e9b\u64fe\u52d5\uff0c\u4e14\u5fc5\u9808\u907f\u514d\u4eba\u70ba\u7684\u5f71\u97ff\uff08\u4f8b\u5982\uff1a\u5c0d\u751f\u614b\u74b0\u5883\u7684\u7834\u58de\uff09\u9020\u6210\u7cfb\u7d71\u5d29\u6f70\u3002<\/p>\n<p>\u904e\u53bb\u4eba\u985e\u70ba\u6c42\u57ce\u5e02\u74b0\u5883\u7a69\u5b9a\u4e0d\u8b8a\uff0c\u8c6a\u96e8\u4f86\u81e8\u6642\uff0c\u6703\u76e1\u91cf\u9632\u6b62\u6cb3\u6c34\u6c3e\u6feb\u4ee5\u7dad\u6301\u6d2a\u6cdb\u5e73\u539f\u7684\u7684\u4e7e\u723d\uff0c\u82e5\u767c\u751f\u6df9\u6c34\u5247\u51fa\u52d5\u62bd\u6c34\u6a5f\u8fc5\u901f\u62bd\u4e7e\uff0c\u5982\u4eca\u97cc\u6027\u7406\u8ad6\u626d\u8f49\u4e86\u9019\u500b\u50b3\u7d71\u74b0\u5883\u7ba1\u7406\u7684\u601d\u7dad\uff0c\u97cc\u6027\u7406\u8ad6\u7684\u5b78\u8005\u8a8d\u70ba\uff0c\u4eba\u70ba\u6291\u5236\u53cd\u800c\u53bb\u9664\u4e86\u751f\u614b\u7cfb\u7d71\u7684\u81ea\u6211\u66f4\u65b0\u6a5f\u5236\uff0c\u7cfb\u7d71\u53ef\u80fd\u56e0\u6b64\u800c\u5d29\u6f70\uff0c\u518d\u8005\uff0c\u786c\u6027\u6392\u9664\u5c0f\u898f\u6a21\u64fe\u52d5\u53ef\u80fd\u6703\u5c0e\u81f4\u7121\u6cd5\u6392\u9664\u7684\u5927\u898f\u6a21\u64fe\u52d5\uff0c\u9032\u800c\u5e36\u4f86\u66f4\u5927\u7684\u707d\u96e3\uff0c\u56e0\u6b64\u4ed6\u5011\u8f49\u5411\u63a2\u8a0e\u57ce\u5e02\u672c\u8eab\u662f\u5426\u80fd\u5728\u74b0\u5883\u8b8a\u52d5\u4e2d\u7dad\u6301\u539f\u4f86\u7684\u904b\u4f5c\uff0c\u4ee5\u78ba\u4fdd\u751f\u547d\u8ca1\u7522\u53ca\u90fd\u5e02\u6a5f\u80fd\u5b89\u7136\u7121\u6059\uff1b\u6216\u7576\u90fd\u5e02\u53d7\u5230\u707d\u5bb3\u885d\u64ca\u6642\uff0c\u53ef\u4ee5\u5118\u5feb\u6062\u5fa9\u539f\u4f86\u7684\u90fd\u5e02\u6a5f\u80fd\uff0c\u4e26\u5728\u672a\u4f86\u74b0\u5883\u8b8a\u52d5\u6642\u80fd\u5920\u5b58\u7e8c\u3002<\/p>\n<p>\u7d93\u7531\u4ee5\u4e0a\u8108\u7d61\uff0c\u97cc\u6027\u57ce\u5e02 (resilient city) \u4e00\u8a5e\u5728\u8fd1\u5e7e\u5e74\u88ab\u63d0\u51fa\uff0c\u5176\u6982\u5ff5\u70ba\uff1a\u57ce\u5e02\u5373\u4f7f\u7d93\u6b77\u74b0\u5883\u8b8a\u52d5\u4e5f\u80fd\u7dad\u6301\u6b63\u5e38\u904b\u4f5c\uff0c\u9019\u4e9b\u9031\u671f\u6027\u7684\u8b8a\u52d5\u88ab\u8996\u70ba\u6b63\u5e38\u73fe\u8c61\uff0c\u57ce\u5e02\u5fc5\u9808\u6709\u80fd\u529b\u5728\u906d\u53d7\u707d\u5bb3\u6642\uff0c\u80fd\u5feb\u901f\u91cd\u7d44\u4ee5\u7dad\u6301\u751f\u6d3b\u79e9\u5e8f\u3002\u70ba\u4e86\u9020\u5c31\u97cc\u6027\u57ce\u5e02\uff0c\u4e0d\u50c5\u662f\u9632\u707d\u7ba1\u7406\u7684\u7b56\u7565\u8981\u6539\u8b8a\uff0c\u57ce\u5e02\u5c45\u6c11\u7684\u89c0\u5ff5\u4e5f\u8981\u8f49\u8b8a\u3002\u4ee5\u97cc\u6027\u7406\u8ad6\u7684\u89d2\u5ea6\uff0c\u90fd\u5e02\u9632\u707d\u7ba1\u7406\u61c9\u8f49\u5411\u6ce8\u91cd\u57ce\u5e02\u627f\u53d7\u74b0\u5883\u8b8a\u5316\u7684\u80fd\u529b\uff0c\u4ee5\u53ca\u6ce8\u91cd\u707d\u96e3\u5f8c\u57ce\u5e02\u7684\u300c\u91cd\u7d44\u300d\u80fd\u529b\uff0c\u4e5f\u5c31\u662f\u6062\u5fa9\u57ce\u5e02\u751f\u6d3b\u79e9\u5e8f\u7684\u80fd\u529b\uff0c\u800c\u4e0d\u662f\u5728\u4e4e\u662f\u5426\u6062\u5fa9\u5230\u707d\u5bb3\u524d\u7684\u72c0\u614b\u3002\u800c\u5c45\u4f4f\u5728\u6d2a\u6cdb\u5e73\u539f\u7684\u5e02\u6c11\u8981\u5b78\u7fd2\u63a5\u53d7\u300c\u6df9\u6c34\u300d\u7684\u4e8b\u5be6\uff0c\u5f88\u591a\u4eba\u6703\u628a\u300c\u6df9\u6c34\u300d\u8207\u300c\u6c34\u707d\u300d\u756b\u4e0a\u7b49\u865f\uff0c\u5176\u5be6\u4e26\u4e0d\u76e1\u7136\uff0c\u82e5\u74b0\u5883\u7684\u8a2d\u8a08\u80fd\u8996\u6d2a\u6c34\u70ba\u81ea\u7136\u64fe\u52d5\uff0c\u904b\u7528\u4f4e\u885d\u64ca\u958b\u767c\u6280\u8853\uff08\u4f8b\u5982\uff1a\u7da0\u5c4b\u9802\u3001\u7da0\u8857\u9053\u3001\u96e8\u6c34\u82b1\u5712\u7b49\uff09\u52a0\u5f37\u57ce\u5e02\u97cc\u6027\uff0c\u4ee5\u6e1b\u7de9\u5730\u8868\u9015\u6d41\u7522\u751f\uff0c\u300c\u6df9\u6c34\u300d\u4fbf\u4e0d\u6703\u767c\u5c55\u6210\u300c\u6c34\u707d\u300d\uff0c\u800c\u793e\u6703\u7d93\u6fdf\u6d3b\u52d5\u4e5f\u5f97\u4ee5\u7dad\u6301\u3002<\/p>\n<div
