\/>\n\u904e\u53bb20\u5e74\u5168\u7403\u4eba\u53e3\u4e0d\u65b7\u589e\u9577\uff0c\u96a8\u8457\u7d93\u6fdf\u6301\u7e8c\u767c\u5c55\uff0c\u7279\u5225\u662f\u65b0\u8208\u5e02\u5834\u7684\u5feb\u901f\u767c\u5c55\uff0c\u4f7f\u5168\u7403\u571f\u5730\u7528\u9014\u767c\u751f\u4e86\u53f2\u7121\u524d\u4f8b\u7684\u8b8a\u5316\u3002\u5728\u672a\u4f8650\u5e74\uff0c\u9810\u8a08\u4eba\u53e3\u589e\u9577\u548c\u6301\u7e8c\u7684\u7d93\u6fdf\u767c\u5c55\u90fd\u53ef\u80fd\u9032\u4e00\u6b65\u589e\u52a0\u5c0d\u571f\u5730\u8cc7\u6e90\u7684\u958b\u767c\u3002\u5176\u4e2d\u8b8a\u5316\u6700\u986f\u8457\u7684\u662f\u68ee\u6797\u690d\u88ab\u53ca\u5176\u69cb\u6210\u3001\u8fb2\u7530\u64f4\u5f35\u548c\u96c6\u7d04\u7a2e\u690d\u4ee5\u53ca\u90fd\u5e02\u64f4\u5f35\u7684\u7a0b\u5ea6\uff0c\u9019\u4e9b\u571f\u5730\u5229\u7528\u65b9\u5f0f\u7684\u6539\u8b8a\u9020\u6210\u6c59\u67d3\u3001\u6c34\u571f\u6d41\u5931\u548c\u990a\u5206\u7f3a\u5931\u7b49\uff0c\u4f7f\u571f\u5730\u767c\u751f\u56b4\u91cd\u9000\u5316\u3002<\/p>\n<p>\u5f15\u8d77\u571f\u5730\u7528\u9014\u8b8a\u5316\u7684\u4e3b\u8981\u539f\u56e0\u5305\u62ec\uff1a\u4eba\u53e3\u548c\u4eba\u53e3\u5bc6\u5ea6\u5927\u5e45\u589e\u52a0\u3001\u751f\u7522\u529b\u63d0\u9ad8\u3001\u9ad8\u6536\u5165\u8207\u9ad8\u6d88\u8cbb\u6a21\u5f0f\u3001\u6280\u8853\u3001\u653f\u6cbb\u53ca\u6c23\u5019\u8b8a\u5316\u7b49\u56e0\u7d20\u3002\u500b\u4eba\u5c0d\u571f\u5730\u5229\u7528\u65b9\u5f0f\u7684\u6c7a\u5b9a\uff0c\u4e5f\u53d7\u5230\u96c6\u9ad4\u610f\u8b58\u3001\u500b\u4eba\u7d93\u6b77\u3001\u89c0\u5ff5\u3001\u4fe1\u4ef0\u548c\u7406\u89e3\u80fd\u529b\u7684\u5f71\u97ff\u3002<\/p>\n<p>\u6539\u8b8a\u571f\u5730\u7528\u9014\u7684\u52d5\u6a5f\u4e5f\u6703\u96a8\u8457\u6642\u9593\u800c\u6539\u8b8a\uff0c\u4e0d\u540c\u6642\u7a7a\u80cc\u666f\u6703\u56e0\u61c9\u9700\u6c42\u800c\u6709\u6240\u4e0d\u540c\u3002\u4f8b\u5982\uff0c\u4e9e\u99ac\u905c\u6d41\u57df\u7684\u5df4\u897f\u5730\u5340\u572819\u4e16\u7d00\u672b\u523020\u4e16\u7d00\u4e2d\u671f\uff0c\u66fe\u7d93\u70ba\u4e86\u6eff\u8db3\u570b\u969b\u5e02\u5834\u7684\u9700\u6c42\uff0c\u800c\u88ab\u958b\u767c\u6210\u6a61\u81a0\u7684\u751f\u7522\u5730\u3002<\/p>\n<p>\u5730\u65b9\u548c\u9644\u8fd1\u57ce\u5e02\u7684\u9700\u6c42\u3001\u5916\u754c\u7d93\u6fdf\u58d3\u529b\u5f71\u97ff\u8457\u571f\u5730\u7528\u9014\u7684\u6539\u8b8a\u3002\u5728\u66f4\u65e9\u671f\u7684\u5e74\u4ee3\uff0c\u5168\u4e16\u754c\u53ef\u9760\u7684\u6b77\u53f2\u8cc7\u6599\u5f88\u5c11\uff0c\u4f46\u665a\u8fd1\u6578\u5341\u5e74\u6709\u9650\u7684\u8cc7\u6599\u53ef\u4ee5\u767c\u73fe\uff0c\u904e\u53bb20\u5e74\u8b8a\u5316\u6700\u5927\u7684\u662f\u68ee\u6797\uff0c\u7279\u5225\u662f\u628a\u68ee\u6797\u8f49\u8b8a\u70ba\u8fb2\u7530\u3001\u6797\u5730\u3001\u8349\u539f\u4ee5\u53ca\u65b0\u51fa\u73fe\u7684\u4eba\u5de5\u6797\uff08\u8a73\u898b\u88681\uff09\u3002\u57ce\u93ae\u5c0d\u7ce7\u98df\u3001\u6c34\u3001\u539f\u7269\u6599\u548c\u5ee2\u68c4\u7269\u8655\u7406\u7a7a\u9593\u7684\u9700\u6c42\u63a7\u5236\u4e86\u5468\u570d\u7684\u571f\u5730\u3002<\/p>\n<p style=\"text-align: center;\"><span style=\"color: #888888;\">\u88681\uff1a\u5168\u7403\u571f\u5730\u4f7f\u7528\uff1a1987 \u2014 2006 \u5e74\u9593\u7528\u9014\u6c92\u6709\u767c\u751f\u6539\u8b8a\u7684\u9762\u7a4d\u548c\u767c\u751f\u8f49\u8b8a\u7684\u9762\u7a4d.\uff08\u8868\u683c\u4f86\u6e90\uff1a\u300a\u5168\u7403\u74b0\u5883\u5c55\u671b4\u300bp. #888888;\">\u6ce8\uff1a\u8fb2\u7530\u5305\u62ec\u8015\u5730\u548c\u96c6\u7d04\u5316\u7267\u5834\u3002<\/span><\/p>\n<p><!--more--><\/p>\n<p>\u68ee\u6797\u751f\u614b\u7cfb\u7d71\u5c0d\u5168\u7403\u78b3\u5faa\u74b0\u6709\u8457\u91cd\u5927\u610f\u7fa9\u3002\u9996\u5148\uff0c\u9678\u5730\u751f\u614b\u7cfb\u7d71\u901a\u904e\u690d\u7269\u7684\u751f\u9577\u53ef\u5438\u6536\u5927\u91cf\u7684\u4eba\u70ba\u4e8c\u6c27\u5316\u78b3\u6392\u653e\uff0c\u800c\u68ee\u6797\u53c8\u662f\u4e3b\u8981\u7684\u78b3\u5438\u5b58\u8ca2\u737b\u8005\u3002\u5176\u6b21\uff0c\u68ee\u6797\u751f\u614b\u7cfb\u7d71\u662f\u5de8\u5927\u7684\u78b3\u84c4\u7a4d\u5eab\uff0c\u64c1\u6709\u5132\u84c4\u5927\u65bc\u5927\u6c23\u4e2d\u78b3\u84c4\u7a4d\u5169\u500d\u7684\u80fd\u529b\u3002\u68ee\u6797\u4e0d\u50c5\u50c5\u662f\u6a39\u6728\uff0c\u5b83\u662f\u652f\u6490\u751f\u547d\u3001\u7d93\u6fdf \u548c\u793e\u6703\u7684\u751f\u614b\u7cfb\u7d71\u7684\u4e00\u90e8\u5206\u3002\u6240\u6709\u7684\u68ee\u6797\u90fd\u80fd\u70ba\u751f\u614b\u63d0\u4f9b\u5ee3\u6cdb\u7684\u670d\u52d9\u3002<\/p>\n<p><span style=\"color: #0000ff;\"><strong>\u68ee\u6797\u751f\u614b\u7cfb\u7d71\u7684\u8b8a\u5316<\/strong><\/span><br \/>\n\u5f15\u8d77\u68ee\u6797\u751f\u614b\u7cfb\u7d71\u8b8a\u5316\u7684\u539f\u56e0\uff0c\u5c24\u5176\u662f\u68ee\u6797\u548c\u5176\u4ed6\u571f\u5730\u7528\u9014\u4e4b\u9593\u7684\u8f49\u63db\uff0c\u6709\u6797\u7522\u54c1\u8c50\u6536\u53ca\u76f8\u95dc\u7ba1\u7406\u6d3b\u52d5\u3001\u81ea\u7136\u68ee\u6797\u7684\u52d5\u614b\u8b8a\u5316\uff0c\u5982\u5e74\u9f61\u548c\u7d50\u69cb\u7684\u8b8a\u5316\u4ee5\u53ca\u81ea\u7136\u5e72\u64fe\u3002\u5176\u4ed6\u9a45\u52d5\u529b\u5305\u62ec\u6c23\u5019\u8b8a\u5316\u3001\u75be\u75c5\u3001\u5165\u4fb5\u7269\u7a2e\u3001\u87f2\u5bb3\u3001\u7a7a\u6c23\u6c61\u67d3\u548c\u8fb2\u696d\u3001\u63a1\u7926\u7b49\u7d93\u6fdf\u6d3b\u52d5\u9020\u6210\u7684\u58d3\u529b\u3002<\/p>\n<p>\u9020\u6210\u68ee\u6797\u8b8a\u5316\u7684\u9a45\u52d5\u529b\u548c\u58d3\u529b\u6709\u5f88\u591a\uff0c\u4e00\u822c\u53ef\u4ee5\u6b78\u7d0d\u70ba\u56db\u5927\u9805\uff1a<\/p>\n<ul>\n<li>\u4eba\u53e3\u8da8\u52e2\uff0c\u5305\u62ec\u4eba\u53e3\u5bc6\u5ea6\u3001\u4eba\u53e3\u6d41\u52d5\u548c\u589e\u9577\u7387\u4ee5\u53ca\u57ce\u9109\u5206\u4f48\u7684\u8b8a\u5316\u3002\u9019\u4e9b\u8da8\u52e2\u6240\u9020\u6210\u5c0d\u6728\u6750\u3001\u85aa\u67f4\u7b49\u7522\u54c1\u7684\u9700\u6c42\uff0c\u4ee5\u53ca\u8abf\u7bc0\u6c34\u8cc7\u6e90\u548c\u63d0\u4f9b\u4f11\u9592\u5834\u5730\u7684\u670d\u52d9\u9700\u6c42\u7b49\u8da8\u52e2\uff0c\u7d66\u68ee\u6797\u65bd\u52a0\u4e86\u5916\u90e8\u58d3\u529b\u3002\u800c\u4e14\u5c0d\u68ee\u6797\u670d\u52d9\u9700\u6c42\u7684\u589e\u52a0\u901f\u5ea6\u8981\u5feb\u65bc\u670d\u52d9\u4f9b\u7d66\u901f\u5ea6\u3002<\/li>\n<\/ul>\n<ul>\n<li>\u6797\u7522\u54c1\u50f9\u683c\u548c\u570b\u969b\u8cbf\u6613\u53cd\u6620\u51fa\u7d93\u6fdf\u7684\u589e\u9577\u3002\u6797\u696d\u5c0d\u5168\u7403\u570b\u5167\u751f\u7522\u7e3d\u503c\u7684\u76f8\u5c0d\u8ca2\u737b\u7387\u5728\u904e\u53bb10\u5e74\u6709\u6240\u4e0b\u964d\uff0c\u5f9e 1990 \u5e74\u7684 1.6% \u964d\u5230 2000 \u5e74\u7684 1.2%\u3002<\/li>\n<\/ul>\n<ul>\n<li>\u6587\u5316\u53d6\u5411\u6b63\u8f49\u5411\u4ee5\u68ee\u6797\u751f\u614b\u670d\u52d9\u70ba\u57fa\u790e\u7684\u6587\u5316\u670d\u52d9\u9700\u6c42\u3002<\/li>\n<\/ul>\n<ul>\n<li>\u79d1\u5b78\u6709\u5229\u65bc\u6539\u5584\u68ee\u6797\u7ba1\u7406\uff0c\u800c\u79d1\u5b78\u6280\u8853\u5247\u63d0\u9ad8\u4e86\u68ee\u6797\u751f\u7522\u529b\u548c\u5229\u7528\u6548\u7387\u3002<\/li>\n<\/ul>\n<p>\u57161\u8aaa\u660e1990\u5e74\u52302005\u5e74\u9593\uff0c\u5168\u7403\u5404\u5340\u57df\u68ee\u6797\u7e3d\u9762\u7a4d\u7684\u8b8a\u5316\u3002\u5728\u901915\u5e74\u671f\u9593\uff0c\u5168\u7403\u7684\u68ee\u6797\u9762\u7a4d\u4ee5\u6bcf\u5e74\u7d040.2% \u7684\u901f\u5ea6\u6e1b\u5c11\u3002\u68ee\u6797\u6e1b\u5c11\u6700\u591a\u7684\u5730\u65b9\u662f\u975e\u6d32\u3001\u62c9\u7f8e\u548c\u52a0\u52d2\u6bd4\u5730\u5340\u7b49\u958b\u767c\u4e2d\u570b\u5bb6\u3002\u800c\u6b50\u6d32\u548c\u5317\u7f8e\u7b49\u5df2\u958b\u767c\u4e2d\u570b\u5bb6\u7684\u68ee\u6797\u9762\u7a4d\u537b\u5728\u589e\u52a0\u3002<\/p>\n<div
